Keith was born in Washington D.C. on June 29, 1945. He was educated at Western Reserve University (now Case Western Reserve University), B.A. 1967 and University of Missouri-Columbia J.D. 1973. Admitted to practice Missouri 1973. He began legal practice in Warrenton in 1973.
He was elected Circuit Judge to term beginning January 1, 2001 and was reelected in 2006. Prior to that date he was elected Associate Circuit Judge to term beginning January 1, 1979, and was re-elected in 1982, 1986, 1990, 1994, and 1998. He retired January 1, 2013 and is currently acting as a senior judge.
Keith established the Warren County Drug Court in 2002. Drug courts were later established in Audrain and Montgomery counties so that the entire 12th Judicial Circuit was served. Treatment courts now serve both drug and alcohol offenders throughout the circuit. Board of Directors of MATCP since 2012.
Keith was Prosecuting Attorney of Warren County from 1975 to 1978. Member 1985 and Chair from 1993-2000 of Missouri Supreme Court Municipal Judge Education Committee. Member Coordinating Commission for Judicial Department Education 1998-2000. Member Missouri Council on Criminal Justice (Vice Chairman 1976 and Chairman 1977-1978 Region XIV, Chairman Service Area C 1977-79). He was a member of the Missouri Association of Probate and Associate Circuit Judges and is a member of the Missouri Bar and Warren County Bar Association. E-5 U.S. Army 1969-71. Board of Directors Crider Center for Mental Health 1982-2013 (chair 1993-95). Member of Warrenton Jaycees 1974-78 (Secretary 1976), Warrenton Chamber of Commerce (Board of Directors 1974, Treasurer 1975, Vice President 1976), Rotary Club of Warrenton (Board of Directors 1975-76, Treasurer 1976-77, Secretary 1977-78, vice President 1978-79, President 1979-80) and Warrenton F.F.A. Alumni 1980-85 (Secretary-Treasurer 1984-85.) Member Friedens United Church of Christ.
Keith is married to the former Janet Haverkamp and they have three sons, Micheal, Justin and Christopher and four grandchildren.
